PUBLIC INFORMATION TEXT UNDER THE REGULATION ON PREVENTION AND MITIGATION OF MAJOR INDUSTRIAL ACCIDENTS


Cantaş Kimya Sanayi ve Ticaret A.Ş. Dilovası Branch is a high level organization within the scope of the Regulation and shares the following information with the public in accordance with Article 16 of the Regulation.

SECTION 1


1. Name and full address of the organization

2. Indicating that the organization is subject to the provisions of this Regulation and that it has made the declaration specified in Article 7 by using the notification system of the Ministry of Environment and Urbanization, and if it is a top level organization, that the safety report that it is obliged to prepare in accordance with Article 11 has been prepared
Our organization is subject to the provisions of this Regulation. We have made the declaration specified in Article 7 of the Regulation using the notification system of the Ministry of Environment and Urbanization. According to the notification made, our organization is a high-level organization and we have prepared the safety report that we are obliged to prepare in accordance with Article 11 of the Regulation.

3. Explanation of the activities carried out in the organization in basic way,
The organization is engaged in the storage, mixing, filling, production, and sale of refrigerant air conditioning gases in GEBKİM OSB, Demirciler OSB Mah., Dilovası District, Kocaeli.

4. Known names of the substances listed in Annex-1 Parts 1 and 2 that may cause a major accident and simple explanations of the main hazardous properties of these substances,
Substances which may cause major accidents in the business entity are 1,1,1,-trifloroetan having the code of H22, R32-diflorometan that has the code of H220, 1,1-difloroetan, that has the code of H220, Cooltherms SC-1200 that has the codes of H400 and H411 having harmful effect to aquatic environment, flammable isobutane that has the code of H220, propane that has the code of H220, diesel oil that is flammable and that can be harmful to aquatic environment that has the code of H220, tetrafluoroethane that has the code of H220. 5. Information on what to do in case of a major accident.
In case of a major accident in the organization, intervention will be carried out within the scope of the Internal Emergency Plan prepared according to the "Communiqué on Internal Emergency Plans to be Implemented in Major Industrial Accidents". In case the Internal Emergency Plan is insufficient for intervention, the provincial disaster and emergency directorate will be notified and intervention activities will be carried out in accordance with the provincial disaster response plan under the coordination of the provincial disaster and emergency directorate.

SECTION 2


1. Summary information on scenarioed major accidents that may occur in the organization and measures to control them, and general information on major accident hazards, including their potential impacts on human health and the environment.
Eleven (11) major accident scenarios were studied in the organization within the scope of Article 6 of the "Communiqué on Major Accident Scenario Document to be Prepared for Major Industrial Accidents". Scenario working equipments are given below.

Thanks to the preventive measures and limiting measures in these equipment and areas in the establishment, the frequency of occurrence of the major industrial accident scenario is lower than 1x10-4/year, which is given as the limit value for the frequency of major industrial accidents in Article 9 of the Regulation. 2. The organization states that it has made adequate arrangements in the plant to deal with major industrial accidents and to minimize their effects, in particular by contacting emergency services.
The organization has created emergency response scenarios. In the intervention scenarios, information was given about internal and external resources, service groups personnel, interventions to be made from the alarm and control room, manual interventions, and firefighting equipment to be used in order to prevent major industrial accidents and reduce their effects. In addition, Hazardous Substance Response Cards prepared for each chemical scenario in the organization within the scope of the Regulation on Prevention of Major Industrial Accidents and Mitigation of their Effects were sent to the provincial disaster and emergency directorate, provincial health directorate, affiliated municipality and/or fire department as a recommendation to emergency services in case of a major accident.

3. Indication of cooperation with emergency service units for response to any major accident.
Cooperation is made with emergency service units and neighboring organizations to respond to any major accident. With the GAMP software, information flow will be provided quickly in case of emergency with the GEBKİM OSB Fire Station. "Mutual assistance protocol for emergencies" was signed with neighboring organizations. In order to develop and maintain the concept of security in the organization, internal units and external units exchange information with administrative authorities such as emergency service units, Provincial Disaster and Emergency Directorates via petition or e-mail.
